Police were called to a unit on Ainslie Avenue in Reid after nearby workers heard a man calling for help on Tuesday morning.
The door was answered by a man and a woman, with calls for assistance heard from a second man.
The man and woman jumped from the first-floor balcony, but the man – a 22-year-old from Belconnen – was arrested a short distance away. The woman is still at large.
Police found a man with his hands tied, his mouth gagged and covered in a blanket. He had also suffered a stab wound to his chest. He was taken to hospital in a stable condition.
The Belconnen man was charged with intentionally inflicting grievous bodily harm, intentionally wounding and forcible confinement.
The woman is described as Caucasian, about 175 centimetres (5’9”) tall, with dark hair in a ponytail and was wearing black leggings and a black sports bra.
